Supervisor Meeting Minutes – November 16, 2021

The Morris Township Board of Supervisors met for their regular meeting at the Municipal building.  Present were Supervisors Rob Sanders, Dave Dietrich & Doug Smith, Zoning Officer Bob Sanders, Dave Watt, Sam Bartolotto, Randy Hamilton, Tim Hamilton, Glen Crouse, Jeff Mooney.

Meeting was called to order at 7:31.

Motion by Smith to accept minutes from November 2 meeting with the following correction:  Regarding the truck lettering, where it says, “there is no hurry to get this done”, this opinion was not a consensus. It was Supervisor Dietrich’s opinion.  Second by Dietrich, all agreed.

Road Master report was read. Smith asked about tree service coming to cut trees and limbs.  He thinks this is something that should have been discussed at a meeting. Sanders stated that there is an amount allotted in the budget for tree trimming each year and it is done every year. There was discussion on exactly what they do.

In old business:   First Energy has not yet responded to Smith so it doesn’t look like we will be able to decorate the poles this year.  Smith would like to have lights up and might be willing to be buy them if people would like to put them up on their houses.  There was a discussion of size of decorations and voltage on the lines.

On the truck lettering. Smith stated it has been brought up over and over. There was discussion on the truck and questions from a particular resident about where the truck is seen. He got a quote for them from Quality Quick of $55 per door. Motion from Smith the doors lettered at a cost of $110. Second by Dietrich. Sanders is opposed.

In New business: Opinions on solicitors were offered by the Supervisors. Motion was made by Sanders to call Dennis Makel and tell him of our intention to use him as our solicitor next year.  Second by Dietrich. Smith is completely opposed. After a question by Jeff Mooney on the opposition to Makel, a lengthy discussion ensued. Glen Crouse asked about having his own personal representation if he is not happy with the township’s solicitor. He is in favor of John Smith, Randy agreed. Dietrich said we can always change if we decide he is not the right person for the job. Dave Watt stated that the residents would also speak up if they were not happy with the new solicitor. 

Proposed budget was presented and discussed. It will be available for residents to examine and make any comments on before the final budget approval in the last meeting in December. 

Motion by Smith to adopt proposed budget, second by Sanders, all agreed.

BUI audit was discussed.  Smith brought up the possibility of using another company or person in the same organization for our building inspector. Dietrich’s opinion is that Vince is a straight shooter and he does what is right. 

PSATS has a boot camp for newly elected supervisors and as we have a newly elected supervisor, Pam asked if it might be a good idea to sign Sam Bartolotto up for it, with the township covering the cost. All agreed it is a good idea. Motion by Smith to pay for the registration and mileage to the training for current and all future new supervisors. Second by Dietrich. All agreed. 

Smith asked for the budget discussion to be added to agenda for December 7 meeting. 

Glen asked for the rules on sign sizes for his kennel. Pam will show him the ordinance requirements. 

Randy said that the auditors would like to see the monthly bills and asked what the process would be to get them.  The supervisors will decide and let him know at the next meeting. He also asked about permits and if the county is notified when they are issued. All permits are sent to the county, building and zoning. Discussion on Clean & Green. 

Motion by Smith to review and pay bills. Second by Dietrich. All agreed.
