Supervisor Meeting Minutes – May 7, 2024

The Morris Township Board of Supervisors met for their regular meeting at the Municipal Building.

Present were Supervisors Sam Bartolotto, Dave Dietrich and Patrick Bracey, Zoning Officer Bob Sanders, Greg Dunn, Randy Hamilton, Tim Hamilton, Rob Sanders, Jeff Mooney, Doug & Pegg Smith, Mike and Billie Schwarz.

Public Participation:  Randy asked about the walking trail, and about junk vehicle ordinance and a trailer on township property.

Doug had a question about a tree on Olas Lane that was accidentally hit by a grader.

Motion by Bartolotto to approve the minutes from the last meeting as written, seconded by Bracey, all agreed.

Police report had a couple of errors. It will be presented when corrected.

Fire Report:  19 calls last month, two were answered by Dietrich during working hours.

Road report was available for review.

In old business: Mr. Smith dropped a letter off at the township last week on the status of the junked vehicles on his and his neighbor’s property. He was working on getting two of them removed but they are currently still there. After discussion, Supervisors agreed that since they have not been removed, a citation should be issued. It can be revoked if the vehicles are taken care of.

Motion by Dietrich to award the contract for #8 Limestone and R6 to Arcosa Aggregates, seconded by Bracey, all agreed.

Motion by Dietrich to award contract for #57, #67, 2A, #4, AAsHTO, R4 and R5 to Greer Limestone. Seconded by Patrick, all agreed.

Motion by Dietrich to award E-3 and E-5 to Midland and MC-70 to Russell Standard, seconded by Bracey, all agreed.

Handbook changes are tabled until an attendance policy can be created.

Truck Purchase:  In 2022 two trucks were ordered but they were not built correctly so the Township did not take them. The Road department has been working with different truck companies to get quotes on new trucks. International is not taking new orders until 2025.  

Quote from Fyda Freightliners for a Western Star Cab & Chassis for $128,051 with an upfit charge of $92,700 for a total of $220,751. Mack quote was Cab & Chassis for $142,471, upfit $92,700 for a total of $235,171.

There was discussion on budget, lease and purchase options, the old trucks, repair costs, whether to order one or two. Paying for one and doing a lease on the other would keep us in budget if they came in this year, while hopefully being able to get the second paid off with the proceeds from the sale of the two old trucks. Motion by Bartolotto to order two Western Star trucks at $220,751 each, purchasing one and doing a lease to purchase for the other. Seconded by Dietrich. Bracey was opposed. 

New Business: Motion by Bracey to sign cooperation agreement with Washington County when the LSA funds are approved, seconded by Bartolotto, all agreed. 

Motion by Bartolotto to apply for a no match park grant for up to $50,000 to fix up the playground with new rubber mulch or a poured rubber base, depending on price.  Seconded by Dietrich. All agreed.

There was a discussion on the Archer Schoolhouse.  The Historical Society needs help getting it painted and is requesting help with the cost of paint and possibly the painting.  They will get some quotes and will bring them to a future meeting.

Discussion on the points scoring system for the RFP for the Act 537 planning.  Motion by Bracey to follow the Redevelopment Authority system of points, seconded by Bartolotto.  All agreed. 

Randy asked about a HOP for the property intended for the sewage plant, as it takes a long time to get the permits through. We will check with Joanna, our PennDOT rep on the best way to proceed with that. 

Update: Bracey spoke with Camera Bartolotta, Tim O’Neal and Larry Maggi and they are all happy to come to a future meeting to speak with residents. 

Motion by Bartolotto to review and pay bills, seconded by Dietrich.  All agreed.
