The Morris Township Board of Supervisors met for their regular meeting at the Municipal Building. Present were Supervisors Patrick Bracey and Dave Dietrich, Zoning Officer Bob Sanders, Greg Dunn, Tim Hamilton, Randy Hamilton, Shirley Harris, Kevin Phillips, Bob Fisher, Randy Phillips, Mike & Billie Schwarz and Chief Will Deforte. The meeting was called to order at 7:04.
Public participation: Bob Fischer of S Bridge Rd. gave a short narrative about the a neighboring property on Minor Lane. He is deeply concerned about the unsafe condition of the property. Kevin Phillips also gave his opinion and asked that something be done immediately. As discussed at a previous meeting, there has been an agreement made with the property owners to give them a set amount of time (per the ordinance) to take care of the situation. If nothing is done at the end of that time, the Township will have to step in and do something. At this point, there is nothing further that can be done until the agreed upon date has passed. There was discussion on what can be done then.
Motion by Bracey to approve the minutes from the April meeting as written. Seconded by Dietrich.
The Financial report was available to review.
The Road report was available to review.
The Police report was given by Chief DeForte.
The Fire Department had 15 calls last month.

We received one bid for asphalt from Tesco Paving. Since we only received one, we will table this decision while we check with the Solicitor on how to deal with only one bid.
Motion by Dietrich to accept the bids from Arcosa Aggregates on all stone, Seconded by Bracey.
Motion by Bracey to accept the bids of Midland for all oils, seconded by Dietrich.
Old business: The Covered Bridge paving project was bid at $99,600. The original grant amount from the Community Block Development Grant was $71,000. There will be an additional $11,000 available to the grant upon request so the total contribution expected from Morris Twp will be approximately $18,000. Motion by Bracey to request the additional $11,000 grant funding for the project, seconded by Dietrich.
A new Right to Know Policy was reviewed and discussed. The prices set by the Commonwealth were acceptable, but Chairman Bracey thought we should give a break to residents, making their first 10 pages of any request free of charge, then following the fee schedule after 10 pages. Motion by Bracey to accept the RTK policy with those changes, seconded by Dietrich.
Fee Schedule was discussed. As it was adopted in 2022, a review was necessary. At this point, the prices will stay the same but will be reviewed and discussed again in January. The heavy haul agreement fee was one of the items up for discussion. The only change at this time will be to change the “per BIU schedule” To “MC schedule” because of the change in building inspection companies. Also, the temporary trailer fee was listed twice. Motion by Bracey to approve the fee schedule with the mentioned changes, seconded by Dietrich.
Randy Phillips was in attendance to discuss a border shift for the property that his mother’s house is on and the one next to it. Motion to approve subdivision as presented by Bracey, seconded by Dietrich. Discussion on county approval. Randy will take it to the county and if there are any changes necessary, we can revisit.
Discussion on an idea from Bracey for applying for a grant to get a water filling station in the township. There was talk on logistics and location. More info will be obtained, and we can discuss it further at a future meeting.
Motion by Bracey to review and pay bills, seconded by Dietrich.
