Supervisor Meeting Minutes – June 4, 2024

The Morris Township Board of Supervisors met for their regular meeting at the Municipal Building. Present were Supervisors Sam Bartolotto, Patrick Bracey & Dave Dietrich, Zoning Officer Bob Sanders, Officer Bob Gahagan, Greg Dunn, Randy Hamilton, Mike & Billie Schwarz, Doug & Pegg Smith, Bruce & Mei Yee Livingood. The meeting was called to order at 7:00.

Police report was read by Bartolotto. Officer Gahagan was available for questions.

Public Participation: Randy handed in a RTK request for all records for expenses, invoices and labor costs for the walking trail. He stated he will come into the office to review them. He also wanted to make a formal complaint about a trailer that is sitting on township property. 

Motion by Bartolotto to accept the minutes from the previous meeting as written. Seconded by Bracey, all agreed.

Fire Report was given by Dietrich, there were 20 calls in May. Four were responded to during work hours.

Old Business:  Bids for Archer slip repair were reviewed.  They were as follows:

  • Dom Folino: $18,800
  • Amity Asphalt; $5,600 (2 days) $2,800 per additional day (the minutes from the last meeting listed cost for 3 days)
  • Apex Industries, LLC: $15,300

There was discussion on where the slip was located. Mei Yee asked why it occurred.  Discussion on coal mining and locations. Discussion on Dave’s conversations with each contractor.

Motion by Dietrich to award contract to Apex at $15,300.00. Seconded by Bartolotto, all agreed.

Info on FOIA buddy and anonymous RTK requests was presented by Secretary. It is allowed for a Township to have a policy to not honor anonymous RTK requests. The policy must be posted on the Township website. There was a short discussion on that topic.

Discussion on Dry Run slips (2). 

CNX has offered to fix the slips.  They have an estimate for approximately $100,000 and are requesting that the township supply the stone, which will amount to 200 tons of R6 for the first slip at a cost of $5,700.00. Bracey would like to see if CNX will just cover the entire amount. He spoke with Jamie Harshman, who said it is hard to determine slip causes. There was discussion on how many people live and travel on that road. Bartolotto would like to see the bids CNX received. Bartolotto and Bracey agreed they would like to get information on both slips before making a decision on any contribution. Dietrich will speak with CNX to let them know what was discussed. Bracey bought up the idea of putting something in the heavy haul agreement making any company with an agreement responsible for fixing road slips that occur while they are under agreement for that road no matter the cause. Motion by Dietrich to supply the stone for the first Dry Run slip fix at $5,700.00. No Second, motion dies.

Motion by Bartolotto to review and pay bills, seconded by Bracey, all agreed.
