Supervisor Meeting Minutes – July 2, 2024

The Morris Township Board of Supervisors met for their regular meeting at the Municipal Building.  Present were Supervisors Sam Bartolotto, Dave Dietrich and Patrick Bracey, Zoning Officer Bob Sanders, Rob Sanders, Greg Dunn, Tim Hamilton, Randy Hamilton, Mike & Billie Schwarz, Doug & Pegg Smith, Shirley Harris. The meeting was called to order at 7:00.

Public participation:  Randy asked about the total amount of the grants for Act 537 planning, the HOP for the proposed sewage property and about the truck repair status.

Doug asked about when LSA grant applications are due.  He would like to possibly pursue one for the schoolhouse.

Motion by Bartolotto to approve the minutes from the previous meeting with one correction (Rob Sanders was not on the roll call but was present at the meeting) Seconded by Bracey.  All agreed.

Police report was given by Bartolotto.

Fire report given by Dietrich. 14 calls were received last month. 1 was responded to during work hours.     Road report was also given by Dietrich.

Old Business:  Motion by Dietrich to put cinder shed garage doors out for bid using the specs from the old bid. Seconded by Bartolotto, all agreed.

There was discussion about the Grant class taken by Dietrich and Secretary.

Discussion about trailer on Township property. Bracey brought up points about parking for residents but not for just any random piece of equipment. There was discussion between the trailer owner and the complainant and mention of creating a policy for the parking lot. The trailer will be moved, and a policy may be discussed in the future.

On the Dry Run Road slips, Dietrich reached out to CNX this morning for an answer on whether they are going to fix the slips but has not heard back yet. There was lengthy discussion about CNX’s contributions to roads and cooperation with the Township.  A letter from Jamie Harshman and Dennis Makel was ready stating that CNX should be responsible for fixing the road. A meeting between CNX, the Township, Harshman CE Group and Solicitor Dennis Makel was suggested.

CNX is waiting on renewal of the Heavy Haul agreements for Archer and Covered Bridge Roads. Dietrich stated that they are both on hold until the Archer repairs are completed.

There was discussion of the violation of an agreement to remove a temporary trailer from a property on Minton Run Rd. More info will be required. Bob Sanders will reach out to get that information and it will be followed up on when we know more about the situation.

Discussion on rental options for the second, smaller pavilion. Motion by Bracey to rent the large pavilion for $75, the small one for $50 or both for $100.  There will be a $25 security deposit for any of those options. Seconded by Dietrich. All agreed. 

The proposals for the Act 537 planning were opened and briefly reviewed. Proposals were received from LSSE, Harshman CE Group, KLH Engineers, NIRA Consulting Engineers, Stiffler McGraw, EADS Group, and Bankson Engineers. They will be more thoroughly reviewed and scored by the Supervisors and a decision to hire the highest scoring firm will be made at the next meeting.

There was a brief discussion of the consolidation/update of the Zoning Ordinance.  It will be discussed again at a later date.

Motion by Bartolotto to review and pay bills.  Seconded by Dietrich.  All agreed.
