Supervisor Meeting Minutes – July 16, 2019

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting. Present were Supervisors Rob Sanders, Dave Dietrich, Doug Smith, Zoning Officer Bob Sanders and Dusty Stockdale.

Chairman Sanders called the meeting to order at 7:30 P.M. Minutes of the previous meeting were read. Motion by Smith, second by Sanders to approve the minutes as read.

In old business, Smith stated the pothole repairs on Weir Cole Road are still rough.

The VFD is still discussing the possibility of holding a classic car show at the park. The VFD has not yet decided as they are still weighing issues regarding costs, entrance fee, food, etc.

The township has not heard anything additional from Ms. Cassidy regarding a possible Conditional Use application to operate a food truck on an Archer Road pull off area near the intersection of Archer Road and Plum Sock Road.

The Pie Ridge Road reclamation/ paving project is underway. The township is still waiting on installation of guide rail on Covered Bridge Road. The bottom end of Archer Road to be completed tomorrow weather permitting. Sealed bids for backend of Weir Cole Road asphalt project to be opened August 6.

The teen that needed to perform community service work for Morris Township, will complete the necessary community service on Wednesday July 17.

The Zoning Hearing for the variance request by Lowell and Autumn Abbadini regarding set back distance for their house construction located at 180 S Bridge Road is scheduled for Tuesday August 6, 2019 at 6:45 P.M.

Regarding a possible Exotic Animal Ordinance, Smith believes we need one. Smith would like to have Hook look into making a new ordinance for Morris Township stating that anyone wanting to have an exotic animal must prove that they have complied with all state regulations.

In new business, Supervisors approved contacting the etching company to add Edwin L. Martin to the Vietnam Memorial located near the intersection of Church Lane and Prosperity Pike.

Fairfield Geotechnologies provided a map and road locations of township roads they will be completing seismic testing upon. They will submit the completed Excess Weight Agreement with the necessary bond to the township.

Supervisors discussed the Range Resources road improvement project for French Hill Road. Supervisors stated the agreement should be created in the same template as the Weir Cole Road agreement and 1% of the total project cost shall be made payable to the township to coverer the township engineer road inspection fees. Motion by Sanders, second by Dietrich to keep agreement in the same format as Weir Cole Road. All agreed.

Sanders spoke with Matt Ruckle of Consol concerning a possible donation toward the park pavilion improvement project. Sanders was told that the township would need to make that request through the Consol Cares website.

Supervisors discussed the receipt of the Act 13 Impact fees received in July. The total amount received was $485,237.37. Six percent of this figure (29,114.24) to be paid to the Morris Township V.F.D.

Motion by Sanders, second by Dietrich to review and pay bills. Motion by Sanders, second by Smith to adjourn. Meeting adjourned at 8:18 P.M.
