Supervisor Meeting Minutes – January 17, 2023

The Morris Township Board of Supervisors met for their regular meeting at the Municipal Building.  Present were Supervisors Sam Bartolotto, Dave Dietrich, Rob Sanders, Zoning officer Bob Sanders, Randy Hamilton, Tim Hamilton, Doug Smith, and Michael Corrins, CNX attorney.

Public participation: Randy Hamilton had comments and questions about the Act 537 planning. Discussions were had on property, easements, bids for planning, etc…

Motion by Sanders to accept the minutes from the last meeting as written.  Seconded by Bartolotto. All agreed.

Officer Nate Ferree was present but had to leave before the meeting started due to a car accident in the township.  The police report was read by Sam Bartolotto.

Road Report was read.

Old business:  CNX conditional use agreement is not ready for NV113.

Salaries for employees were set for 2023.  Marissa King is currently making $15.75 as a clerk.  Motion by Sanders to increase her hourly pay by $1.25 to keep up with inflation.  Her hourly rate will now be $17.00. Seconded by Dietrich. All agreed. Pam Bartolotto is currently at $21.50 per hour.  Motion by Sanders to increase her hourly rate by $1.50. Seconded by Dietrich. Bartolotto abstained. Her hourly rate is now $23.00. 

In new business:  Motion by Sanders to add Jones Subdivision and cleaning fees issue to agenda.  Seconded by Bartolotto, all agreed.

Motion by Sanders to approve the Carol Jones Subdivision on Craft Creek Rd.  Seconded by Dietrich, all agreed.

Carole’s Custom Cleaning, the office cleaner has asked for an increase of $20 per month for her services.  Motion by Sanders to approve the increase.  Seconded by Bartolotto. All agreed.

Michael Corrins, attorney for CNX was here in case there were any questions about the Conditional Use application.  

Motion by Sanders to review and pay bills, seconded by Bartolotto.  All agreed.

Motion at 6:43 to continue meeting until Tuesday, January 24, 2023 at 3:00 to allow for a decision on the CNX NV113 agreement.   Seconded by Dietrich, all agreed.  Meeting will resume at that time. 

Meeting reconvened on January 24 at 3:00 pm.   Present were Supervisors Dave Dietrich, Rob Sanders and Sam Bartolotto, Solicitor Dennis Makel, CNX attorney Michael Corrins, CNX representatives Rob Bassett, Andrew Ryan, Ken Cerney. 

Motion by Dietrich to approve Findings of Facts and Conclusions of Law for the CNX Conditional Use hearing for Well Pad NV113 located off Harvey Rd., subject to Heavy Haul/Excess Maintenance agreement terms and conditions agreed to as stated in email from Harshman CE group Engineer Rich Rush.   Seconded by Sanders.  All agreed.

Motion by Sanders to approve Finding of Facts and Conclusions of Law for Conditional use application by Mary Cox for the purpose of burying decedent Charles Edward Cox on her property located at 5272 Prosperity Pike, Prosperity. Seconded by Dietrich, all agreed.

Meeting adjourned at 3:04pm.
