Supervisor Meeting Minutes – April 1, 2025

The Morris Township Board of Supervisors held their regular meeting at the Municipal Building.  Present were Supervisors Sam Bartolotto, David Dietrich and Patrick Bracey, Zoning Officer Bob Sanders, RC Cassity of the Washington County Sewage Council, Greg Dunn, Jeff & Kathryn Fordyce, Tessa Fordyce, Seth Grimm, Randy Hamilton, Tim Hamilton, Shirley Harris, Doug & Pegg Smith, Mike & Billie Schwarz, Ken Grove, Chief Will DeForte.

The meeting was called to order at 7:00.

There was no public participation. 

The financial report was available for review.

The road report was available for review.

The fire report was given by Dave Dietrich, 17 calls since the last meeting, 2 responded to during work hours.

The police report was given by Chief DeForte.  There was much discussion on townships served, hours, services, cost per municipality, etc…

Motion by Bracey to accept the minutes from the last meeting as written, seconded by Bartolotto, all agreed.

In Old Business: The Redevelopment Authority informed the Township that more money than the original $71,000 grant will be available for the paving of Covered Bridge Rd so it will be much less expensive for us to do the extra work.  They said that an extra $30 – 40,000 is available.  There was discussion on the contractor (we don’t know yet who won the bid) and extra paving, which was included as an add on to the bid.

There was a short discussion on the Act 537 Planning progress and the possible alternate locations that were provided. 

Discussion on the delayed playground grant and the need for the playground mulch to be replaced.  It was decided to request donations from the natural resource foundations for the mulch and when the grant comes in, we’ll use it for new equipment.

Ryan Coffield has agreed to return to the Zoning Hearing Board.

New Business:  We received a proposal for a sound system for the Conference room. After discussion with the READY Grant Coordinator, it was  decided that the conference room update was something that could be considered a capacity building grant so we will be changing course on that grant from sewage related training and equipment and using it for an update to the conference room, getting microphones, speakers, camera,  a big tv and computer to be able to do presentations and make the meetings more easy to hear. 

The County has requested an updated Emergency Operations Plan. Jim Watt is reviewing what we currently have and a framework that was written up in 2009 to come up with an updated plan. We will discuss this further and get the plan updated as soon as we can.

There was a complaint about a building in the Municipality that was in violation of the Dangerous Structure Ordinance. The engineers did an evaluation, and the owners were notified and came to the meeting to discuss how to proceed.  There was discussion on the condition of the property, and it was decided that the Supervisors will have a meeting with the property owners to come up with a timeline and plan to bring the building into compliance. 

There is no interest in a change in financial institutions so we will not need to get any info from FNB.

BIU has informed us that they will no longer be doing business in Washington or Greene County, so we had 30 days to find a new building inspection company.  We received bids for service and after review, decided to sign with MC Services as their prices were more reasonable and we have heard good feedback from the people who have used them.

Motion by Bracey to utilize MC Services for our Building Inspections, Seconded by Bartolotto.  All agreed.
