Supervisor Meeting Minutes – September 4, 2018

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting.  Present were Supervisors Dave Dietrich, Doug Smith, Zoning Officer Bob Sanders and Planning Commission member Randy Hamilton.

Vice Chairman Dietrich called the meeting to order at 7:30 P.M.  Minutes of the meeting were read.  There was one correction.  In the second paragraph, it should have stated August 7 meeting and not August 21 meeting.  Motion by Smith, second by Dietrich to approve minutes as corrected. 

In old business, secretary placed info in the Observer about the gun handling and safety class scheduled for Saturday September 15. Also put up signs at the Prosperity store and post office along at the municipal building.  As of this date, there has been no interest in registering for the class.  Secretary Lesnock asked the Regional Police Department if there was a minimum age limit. They will get back to the township with that info.

The supervisors will try and schedule a workshop to continue working on the employee manual and the secretary will advertise for the workshop. 

Harvey and Lemon Hill both have small road slips that need to be addressed.  The Dry Run Road slip repair work is scheduled to begin Monday September 17.  Smith felt we could re-route truck traffic from Dry Run to Harvey.  Dietrich stated that we are not re-routing traffic onto Harvey.  Dietrich heard that CNX and Consol would be re-routing truck traffic onto Cabin Road. Also, Bells Lake reprofiling should begin this week or next.

Township employees have not yet started any repair work on the park pavilion.  Dietrich has looked at several different commercial grade garbage cans offered in park equipment magazines.  He asked Smith if he thought the garbage can should be purchased now or should the township wait till the next park season.  It was decided to wait till next spring. 

Lesnock stated that while looking for a home occupation permit application for Mrs. Mari Phillips of Mt. Zion Road, it was discovered that Morris Township already has a conditional use application form. Randy Hamilton had previously submitted a sample application form to be used by applicants going before the planning commission for subdivisions and other issues that go before the planning commission.  Motion by Smith, second by Dietrich to use township’s current Conditional Use application form and to update the application fee of $25.00 by indicating that the applicant must reimburse Morris Township for legal advertisement and court stenographer fees. Also, Motion by Smith, second by Dietrich to adopt the Planning Commission application that Randy Hamilton created, and to have Solicitor Hook create a Zoning Hearing Application.

There have been no tentative plans received for a possible salt and cold patch storage building. 

Attorney Chris Simms said he would be able to review the current police agreement and asked if the township still wanted him to do so.  Supervisors do want him to review it and secretary will inform him to do so.

APEX moved the demo equipment onto the Hathaway property on Grove Road.  Demolition will begin soon.

In new business, Dietrich stated he finally received a map from Consol that shows the proposed mining area. 

Secretary received notification from Range Resources that the Strawn Freshwater Impoundment will be reclaimed in the very near future. 

Motion by Smith, second by Dietrich to review and pay bills.  Motion by Dietrich, second by Smith to adjourn.  Meeting adjourned at 8:20 P.M.
