The Morris Township Board of Supervisors met at the municipal building for their regular scheduled meeting. Present were Supervisors Doug Smith, Rob Sanders, David Dietrich, Zoning Officer Bob Sanders, Carl Sanders, Dusty Stockdale and Randy Hamilton.
Chairman Sanders called the meeting to order at 7:30 P.M. Minutes of the previous meeting were read, and the financial report was made available for inspection. Motion by Dietrich, second by Smith to approve the minutes as read.
In old business, regarding the Hathaway property, Solicitor Hook told Secretary Lesnock that a title search will need completed to find out if there are any liens on the property. All lien holders would have to be notified along with the Hathaway’s. As Solicitor Hook is from Greene County, Lesnock will inquire if someone that does title work in Washington County is interested in searching the title. If so, she will refer them to Solicitor Hook.
The township received information from Gateway Engineering regarding the Mark West proposed gas pipeline from the Castro well site to the Kleinhans gas well site in South Franklin Township. Township is still waiting on Mark West to submit road crossing permit application and the excess weight maintenance agreement application.
Consol is in the process of completing an excess weight maintenance agreement application in order to transport some loads of materials on Pie Ridge Road (TR-556) from the Archer Portal construction site.
Secretary placed the advertisement notice in the Observer Reporter for the Supervisors workshop on Wednesday March 14, 2018 at 9:00 A.M., to work on creating an employee policy manual.
Sanders will ask Norman to give the township a price to create CAD drawings and specs for a storage structure for salt and cold patch material.
Consol was notified of the garbage strewn along Dry Run Road that leads to the coal portal. Secretary also received a complaint from Mrs. Harrison of Minton Run Road concerning garbage along Covered Bridge Road.
Regarding the proposed walking trail within the township park, Sanders spoke with Lindy Paving and they will give him an idea of possible cost for black top. The proposed walking trail would be 6 feet wide, enough for two people to walk side by side.
In new business, Township will advertise for oil and stone in mid-March.
John Lindley stopped in to inquire of the possibility to operate a water fill station on his property at the site of the former gas station in Prosperity. It is zoned B-1 business. Secretary Lesnock spoke with Solicitor Hook and he stated that he believed it would fall within the B-1 Business table of Service Shops. However, Morris Township Supervisors would only be a portion of the process. Lindley would have to have submit a site plan to Morris Township and the property would have to be posed for 30 days indicated the type of business that would be operating there. Residents affected by the business would have that timeframe to appeal to the Zoning Hearing Board if they were not happy about such a business operating at that site. Lindley would have to get PA American Water Company approval to be able to use the Public Water in the amount necessary for his business. He would also have to contact Penn DOT concerning the ingress and egress of SR-0018 (Prosperity Pike). Lindley may also have to contact the Washington County Planning Commission concerning a business venture. Discussion ensued.
Sanders said he contacted Washington County Commissioner Diana Irey Vaughan, Washington County Planning, FITS Program and Penn DOT concerning the accumulation of debris in the creek at the bridge on Conger Road at the intersection of Plum Sock Road. Penn DOT told Sanders they will remove the debris from around the bridge.
CNX will submit a conditional use application for a third compressor to be added to the NV-57 gas well site on Dry Run.
Regarding Tax Collector Marissa King’s bond, Motion by Smith, a second by Dietrich to note that the tax collector is bonded for the year 2018 at 30% of the township tax collected at face value. Total 2018 assessed value is $155,806,481.00, and the tax collected at face value $113,739.02. Total minimum bond amount $34,121.71. All agreed.
Motion by Sanders, second by Dietrich to review and pay bills, Motion by Sanders, second by Dietrich to adjourn. Meeting adjourned at 8:20 P.M.
