Supervisor Meeting Minutes – July 5, 2016

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting. Present were Supervisors David Stockdale, Doug Smith, David Dietrich, Zoning Officer Bob Sanders and resident Carl Sanders.

Chairman Smith called the meeting to order at 7:31 P .M. Minutes of the previous meeting were read and corrected. Regarding the possible extension of the public water line, the pressure reducing valve is not needed on the waterline itself that would lead to the proposed Archer Portal. The pressure reducing valve would be on each meter pit. Motion by Smith, second by Stockdale to approve minutes as corrected.

In old business, the Act 13 funds were received by Morris Township in the amount of $418,427.33 and deposited into the Act 13 account.

Secretary Lesnock took two Treasurers checks to the Redevelopment Authority on June 23rd. The first one in the amount of $191,500.00 and drawn on the Morris Township Gaming Fund Account. The second one in the amount of $908,000.00 and drawn on the Morris Township Act 13 Account. Nathan Voytek said the legal advertisement cost of $862.76 was paid from the LSA Grant funds. The balance remaining is $55,217.76. The On Demand Note will be prepared by the Counsel of the Redevelopment Authority and then Solicitor Hook can review it.

Concerning the guide rails on Ola’s Lane and Weir Cole Road. Motion by Smith, second by Stockdale to have Green Acres supply and install guiderails at the designated sites on each road. All agreed.

Concerning the Conditional Use for the Archer Portal and related facilities and the road closure/road construction and road upgrades. It is the consensus of the supervisors that all that needs added to the Conditional Use and Road Closure agreement is the designation of the portion of Timberline that is to be closed. Then agreements will be ready for all to sign. Secretary to let Hook know. The water line or water well for the new municipal building from Consol will be addressed in a separate agreement.

Discussion ensued over having Stahl Schaeffer review road construction and road upgrades plan. Dietrich is to meet with Consol reps on Friday, July 3th at 9:00 A.M., and will contact Stahl Schaeffer to see if they can meet at the same time.

The EQT Hearing is scheduled for Wednesday July 13, 2016 at 6:00 P.M. The township will hold the regular supervisors meeting immediately thereafter and will cancel the Supervisors meeting previously scheduled for Tuesday July 19th.

Smith stated he is pleased with the road slip “Band Aid” repair work on Weir Cole Road slip.

Have Zoning Officer Sanders send N.O.V. for Hathaway’s by certified mail.

In new business, Lesnock received a modification of site restoration plan from Tri-County Engineering, for the Whitmer well pad on French hill. Lesnock to contact someone to find out what is the intent of modification.

Dietrich stated that a new tarp is needed on the superstructure at the cinder shed site. Waiting for call from Log Cabin Fence Company for a price. It will be needed before winter.

Motion by Smith, second by Stockdale to review and pay bills.

Motion by Smith, second by Stockdale to adjourn. Meeting adjourned at 8:52 P.M.
