Supervisor Meeting Minutes – February 7, 2017

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting. Present were Supervisors Dusty Stockdale, David Dietrich, Zoning Officer Bob Sanders, Planning Commission member Randy Hamilton and Carl Sanders.

Chairman Stockdale called the meeting to order at 7:30 P.M. Minutes of the previous meeting were read. Motion by Stockdale, second by Dietrich to approve the minutes as read.

In old business, two right of way agreements between West Penn Power and Morris Township were recorded at the Washington County Recorder of Deeds office. The electrical work at the township’s cinder shed site is about 85% completed and will be ready for inspection soon.

Dietrich met with Consol concerning the widening of Covered Bridge Road and the necessity to have three (3) West Penn Power poles moved to accommodate the widening of the road. It will be Consol’s responsibility to pay for the relocation of the three (3) West Penn Power poles. There is no timeline on the road widening. The poles may be relocated by May or June of this year.

Concerning the road slips on Weir Cole Road, Dietrich stated that the road crew have continued to make band aid repairs. Dietrich called Alfred Burns a few times and talked to him once. Burns said he would try to attend a meeting but has not yet. Discussion on the possible cost to bid them out for repair and how the township would be able to pay for the slip repairs. A ball park estimate could be $150,000.00. Dietrich will make a few more calls. As long as road remains passable and safe, one lane will remain open.

The repaired road grader is working pretty well but the emergency brake has a piece broken and needs welded.

Regarding the Hathaway property, supervisors discussed “what if” scenario if asbestos is found. Nathan from the Redevelopment Authority stated that single family dwellings that need demolished do not require an asbestos test. Secretary to contact Building Code Official Vince Alfieri to verify that statement.

Secretary also sent CNX representative Sarah Baughman a request to have something done about the large partially dead tree located near the township building and Sparta Road. Also, the contractor that tore down the old barn located in the same area that is owned by CNX stated he would also see if CNX would have him remove or trim back the tree. The township has not heard back from either party.

In new business, township received a one call from an engineering company wanting to perform core samples in the berm portion of Pie Ridge Road near the Strawn Impoundment. The firm indicated they would be doing the work for Range Resources to determine the integrity of the road for future traffic to and from the impoundment. Secretary told firm that Range can only use impoundment for Morris Township wells and one well In Amwell Township.

Township was informed that a new township delegate was needed for Keystone Collections as Scott Burchill, former business manager for McGuffey and former township delegate, no longer works for McGuffey. Motion by Stockdale, second by Dietrich to appoint McGuffey’s new business manager, Amy Todd as Morris Township delegate to Keystone Collections and Township Secretary Kathy Lesnock as alternate delegate to Keystone Collections.

Motion by Stockdale, second by Dietrich to review and pay bills. Motion by Stockdale, second by Dietrich to adjourn. Meeting adjourned at 8:24 P.M.
