Supervisor Meeting Minutes – September 6, 2016

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting. Present were Supervisors Dusty Stockdale, Dave Dietrich, Doug Smith, Zoning Officer Bob Sanders, Morris Township of Greene County Police Chief Mike Natale, resident Carl Sanders and road crew employee Rob Sanders.

Chairman Smith called the meeting to order at 7:32 P.M. Minutes of the previous meeting were read and approved.

In old business, Chief Natale stated traffic citations went up some from last month. Discussion ensued.

Regarding the Notice of Violation for the dilapidated Hathaway property, Lesnock will contact Solicitor Hook. Motion by Smith second by Dietrich to have Zoning Officer and/or Secretary proceed with whatever action Hook recommends for the Hathaway’s non-compliance with the N.O.V. Stockdale was in agreement.

Concerning the Ringland Ridge road slip repair, Dietrich will meet with Wilson’s Outdoor Services on September 7th at 9:00 A.M., at the road slip site concerning earthmoving work on the slip repair.

Smith stated that he had a contractor give him a quote to install a metal ceiling, soffit and fascia on the park pavilion and the estimate is $6,150.00. Rob Sanders figured that the metal ceiling material would cost about 1,072.00 for 29 gauge metal. He would have to get a price on the soffit and fascia materials. Rob proposed that the township purchase the materials and he could install the materials on the pavilion and could do it as a township employee on overtime. He could come up with an estimate for hours necessary to complete the job. Carl Sanders firmly disagreed that Rob Sanders work on the pavilion as an employee on overtime. He strongly felt that Rob Sanders should independently bid the job and not as an employee. Smith also had some misgivings about Rob Sanders completing the work on the pavilion as an employee on overtime. After much discussion, the issue was tabled and Sanders will get a complete estimate for the pavilion material and labor cost and come back before the board on the 20th.

Concerning Markosky Engineering Group requesting that Morris Township sign off on the JV-521 S.R. 0221 (Plum Sock Road) Section 000 Bridge Replacement over Ten Mile Creek, Smith indicated that Markosky Engineering Group should come before the board and explain why the township’s response is necessary for a bridge replacement project on a State owned road and that the DEP has authority over the creek that the bridge crosses. Discussion ensued.

Stockdale stopped in at the County Building to view the Consol pre-mining map. The township owns a small portion of Dry Run Road that the mining could impact within the next five years. Discussion ensued.

In new business, Bells Lake Road has been damaged by excessive heavy construction traffic going to and from the McIntyre property located at 210 Bells Lake Road. Secretary to contact Solicitor Hook to see if township has any recourse in this matter.

Discussion ensued over the progression of the construction work at the new township building site.

Motion by Smith, second by Stockdale to review and pay bills. Motion by Dietrich, second by Smith to adjourn. Meeting adjourned at 9:19 P.M.
