Supervisor Meeting Minutes – September 19, 2017

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting.  Present were Supervisors David Stockdale, Dave Dietrich, Doug Smith, Zoning Officer Bob Sanders, Planning Commission member Randy Hamilton and resident Carl Sanders.

Chairman Stockdale called the meeting to order at 7:35 P.M.  Minutes of the previous meeting were read.  Motion by Stockdale, second by Smith to approve the minutes as read.

In old business, Range Resources withdrew the conditional use request to use the Strawn Freshwater Impoundment for other well sites in addition to the previously approved well sites in Morris Township and the Kearney well site in Amwell Township. The September 12, 2017 Hearing for the Range Conditional Use request previously was continued.  Lesnock sent notice of the withdrawn application to those who were in attendance for the hearing on September 12, and canceled the court stenographer.  Lesnock will contact Solicitor Hook to find out if anything else needs done due to the withdrawn application.  

Stockdale stated that Kurt’s Signs will have a temporary sign ready for the township by Thursday.  It can be put up at the new municipal building’s driveway until the permanent sign is complete.

Dietrich stated that both road slip repairs on Weir Cole Road have been completed and the repair work has started on the Dry Run Road slip.

There has been no response from Verizon concerning Elwood Day Road.

Regarding the Morris Township resident request for a convex mirror at the intersection of Sparta Road and Prosperity Pike within the village of Prosperity, Secretary Lesnock will contact Penn DOT to see what their response is to the request.  The township will decide later what to do about the resident request once Penn DOT has responded.  Township Solicitor Bill Hook stated that if Penn DOT approved the request and the township installed it according to Penn DOT specifications, then liability would not be a factor.  If it is installed, the township would have to maintain the sign and repair or replace as necessary.

Dietrich met with ADT Security Service at the new municipal building. The service would cost $51.00 per month and installation costs 719.00 and an additional $225.00 would be added if a strobe light with siren were added for a total of $944.00.  Motion by Dietrich, second by Smith to approve ADT Service and installation with strobe light and siren sound. However, Morris Township will not purchase security cameras from ADT. All agreed.

SSA Fire Alarm will also service the new municipal building.  It also has serviced the current municipal/VFD building. The Fire Alarm system is currently on-line at the new municipal building.

Tim Fritz, submitted a revised quote for 6 exterior security cameras, relating equipment, cable and installation in the amount of $3,119.00.  Motion by Smith, second by Dietrich to approve Tim Fritz’s bid of $3,119.00.  All agreed.

In new business, the Model Uniform contract will be expiring at the end of October.  Motion by Smith, second by Stockdale to continue with the Model Uniform service and contract for another year.  All pricing remains the same for the uniform service. Model Uniform can also provide paper products and change out rugs when necessary at the new municipal building.  There is no contract required for this service. Motion by Smith, second by Stockdale to use Model Uniform service for the paper products and rug change out at the new municipal building.  All agreed.

Stockdale asked what garage collection service will the township use at the new municipal building.  Dietrich stated that currently Rozner’s Refuse picks up the garbage at the park and will also collect the new municipal building garbage.

Door-to-Door Trick-or-Treat will be held Sunday October 29 between 2 P.M. and 3 P.M.

Motion by Dietrich, second by Stockdale to review and pay bills.  Motion by Smith, second by Dietrich to adjourn.  Meeting adjourned at 8:43 P.M.
