Supervisor Meeting Minutes – October 1, 2019

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting.  Present were Supervisors Dave Dietrich, Doug Smith and Zoning Officer Bob Sanders. 

Vice Chairman Smith called the meeting to order at 7:33 P.M.  Minutes of the previous meeting were read.  Motion by Dietrich, second by Smith to approve the minutes as read.

In old business, Dietrich spoke with Matt Fortney of Range Resources and he also met Fortney at the intersection of Plum Sock and Pie Ridge Road where the truck traffic is tearing up the corner of the bank at Barry Martin’s property.  Range has agreed to place a sign at Pie Ridge that states “No right turn” from Pie Ridge Road onto Plum Sock Road.  Smith spoke about possible barriers being erected and Dietrich stated that it would bottleneck the intersection too much and be a danger as they would be in the road right of way.  Any remedy about the damage done by Range to Martin’s property is between Range and Barry Martin. 

Dietrich stated the guide rails have been installed on Covered Bridge Road.

The new CAT skid steer loader was delivered to the township on Thursday September 16.

The Watt’s car is still parked on Township property at 4572 Prosperity Pike. 

Township is still waiting for El Grande to start the project at the back side of Weir Cole Road.

Water well driller will begin to drill the township a water well by Thursday Oct 3 or Friday Oct 4.

In new business, the Redevelopment Authority will need more resident surveys for the paving project grant on Weir Cole Road.  Also, Dietrich stated that if we want the grant paving project to be completed in 2020, the township will need to have an engineering study done on Weir Cole Road, and the cost will be around $3,000.00.  If the township does not have the study done as soon as possible, then the project will not be completed until 2021.  Motion by Smith, second by Dietrich to spend up to $3,500.00 to have an engineering study done as soon as possible on Weir Cole Road, so that the township can proceed with the grant paving project in 2020. 

Smith stated he had to get a new cell phone from Verizon. 

Hook sent info to the township stating the budget workshop will take place in his office on Thursday November 14 at 10:00 A.M. 

Door-to-door trick-or-treating will take place on Sunday October 27th from 2:00 P.M. until 3:00 P.M.

Tom Gottschalk came into the township office to indicate he is being bothered by the humming noise coming from the Marcellus well site located on the hill behind his house.  He would like to have someone bring up the sound meter to measure the noise.  He also indicated he does not think it will exceed the 65 DB level in the noise ordinance.  Secretary told him that if it does not exceed that level, there would be no ordinance violation.  Dietrich will get the sound meter and will contact Tom Gottschalk to take a sound reading at Gottschalk’s property line.  

Motion by Dietrich, second by Smith to review and pay bills.  Motion by Dietrich, second by Smith to adjourn.  Meeting adjourned at 8:36 P.M.
