Supervisor Meeting Minutes – November 7, 2017

The Morris Township Board of Supervisors met at the new municipal building for their regular scheduled meeting.  Present were Supervisors David Stockdale, David Dietrich, Doug Smith, Zoning Officer Bob Sanders, Planning Commission member Randy Hamilton and Carl Sanders.

Chairman Stockdale called the meeting to order at 7:32 P.M.  Minutes of the previous meeting were read. Motion by Dietrich, second by Smith to approve the minutes as read. The financial report was made available for inspection.

In old business, Solicitor Hook asked Secretary Lesnock to find out if the Supervisors had any other ordinances along with Ordinance #2 of 2010 that they want to include in the curative amendment process. They should know by the next meeting for Hook to advertise for the next Morris Township Planning Commission meeting. Dietrich would like to tighten up the section that deals with driveways in Morris Township Zoning Ordinance #1 of 1973.  Also, there was discussion about landlords remitting info on who resides in their rental properties.  The info was previously submitted to our local earned income tax collector until Keystone Collections Group took over.

Kurt’s Signs set the posts at the entrance to the park and once the concrete cures, the sign will be erected.

Dietrich stated that the cameras have been installed, but Tim Fritz is finishing up the wiring.  Dietrich stated that Tim Fritz previously indicated we could get a long-range camera that would encompass the park and pavilion area.  He told Dietrich that he could remove one camera and put the long-range camera up instead for an additional $400 to $500 dollars.  After much discussion, motion by Dietrich, second by Smith to upgrade one camera to the long-range camera.  All agreed.

Secretary Lesnock has not heard anything from Penn DOT concerning the township’s request to have a study done regarding a convex mirror at the intersection of Prosperity Pike and Sparta Road in Prosperity.  Also, there has been no response from Penn DOT regarding the request to have Watch Children signs placed on Sparta Road near 449 Sparta Road.

Dietrich stated that Jim Wilson is no longer needed as a temporary operator/laborer.  Therefore, his temporary employment has been terminated.  All agreed.

Budget workshop meeting is at Solicitor Hook’s office on Wednesday November 8 at 10:00 A.M. Smith cannot attend.

The township is still waiting for Verizon to transfer our two phone lines from the old township building to our new building. 

In new business, Secretary to have a Pa Historical Records Act resolution typed up for the next Supervisors meeting so that the township can comply with rules on how to destroy items that do not need to be archived.

The 2018 PMRS Minimal Municipal Obligation form was presented to the Board of Supervisors for their review. 

Motion by Smith, second by Dietrich to have Solicitor Hook draw up the necessary documents to transfer ownership of the old Township Municipal Building to the Morris Township Volunteer Fire Department.  All agreed.

The township needs to hold an open house and a date needs to be confirmed.

Motion by Stockdale, second by Smith to review and pay bills.  Motion by Stockdale, second by Dietrich to adjourn.  Meeting adjourned at 8:35 P.M.
