Supervisor Meeting Minutes – November 6, 2018

The Morris Township Board of Supervisors met at the township meeting room for their regular scheduled meeting.  Present were Supervisors Rob Sanders, Doug Smith, Dave Dietrich, Zoning Officer Bob Sanders, Planning Commission member Randy Hamilton and Carl Sanders. Chairman Sanders called the meeting to order at 7:30 P.M.  Minutes of the previous meeting were read.  The financial report was made available for inspection.  Motion by Sanders, second by Dietrich to approve the minutes as read.  Smith agreed.

In old business, Rob stated they looked over the proposed storage building plans and made a couple changes.  Laminated posts will be changed to pressure treated 6 X 6 posts.  Plywood work will be done by township.  Vapor barrier will be added between wood and metal due to salt being stored in the building.  Smith stated he was worried about the storage of salt as it is a caustic material.  Sanders said that is why the vapor barrier will be added between the inside plywood and the exterior metal siding. Smith worried about walls being pushed out from using front end loader to scoop salt. Sanders stated that you don’t push the salt against the wall to scoop it up.  Motion by Sanders, second by Smith to have Harshmann Engineering place the legal advertisement in the Observer to solicit bids for the storage building project.  Dietrich agreed.

Dietrich stated the asphalt scratch coat project will have to wait until spring as the fall weather did not accommodate asphalt work. The township is still waiting to hear back from Hathaway’s concerning reimbursement for the demolition project. Ford F-550 tailgate cost was less than originally thought. Both road slips on Harvey and Lemon Hill have been repaired, seeded and mulched.

Employee Handbook is under review by Solicitor Hook. Randy Hamilton stated he would still like to see that Friday is covered either by a rotating shift or some other solution.  After some discussion, Rob stated that the road crew may go back to a regular 5 days, work week after thanksgiving for the winter season. 

In new business, Health Assurance Pa, the current health plan coverage for the full-time road crew employees will be ending.  David Franz stated that the UPMC health plan offered several types of plans.  The one most similar, to the road crews current plan will cost $2,410.54 per month.  This covers all three full time employees and will save the township 588.02 per month.  Motion by Smith, Second by Sanders to go with the UPMC Platinum PPO Plan.  Lesnock will inform Insurance Agent David Franz. 

CNX Andrew Kinter stated that CNX originally wanted to travel a short portion of Archer Road, but now that just want to be able to cross over a section of Archer Road.  This will reduce their impact on the road and, they will only need one flag person at the crossing point instead of two.  Supervisors agreed.

Lesnock would like to purchase Quickbooks Pro as this is the software that East Finley Township Secretary Melissa Metz use and she highly recommends it.  Motion by Sanders, second by Dietrich to purchase Quickbooks pro 2019. Smith agreed.

Rob and Dave met with the contractor that installed the gas line to the Kearney Farm on Weir Cole Road.  It is an Equitable Natural Gas line.  The ditch line is very soft and there is water runoff pooling in the ditch line from the Kearney field.  Township put traffic cones where it is very soft.

Carl Sanders stated that there are dead trees hanging out over the road near the Laura Castro property.  Road crew to look at the trees. 

Motion by Dietrich, second by Smith to review and pay bills.   Motion by Sanders, second by Dietrich to adjourn.  Meeting adjourned at 8:40 P.M.
