The Morris Township Board of Supervisors met at the township meeting room for their regular scheduled meeting. Present were Supervisors Dave Dietrich, Rob Sanders, Doug Smith, Zoning Officer Bob Sanders, Planning Commission member Randy Hamilton, Dusty Stockdale, Kelly Puskarich, Jason Henry, Dennis Locy and Joe Sampson.
Chairman Sanders called the meeting to order at 7:30 P.M. Minutes of the previous meeting were read. Secretary Lesnock forgot to note that during the April 16th meeting, Supervisors discussed the fact that a Consol property known as the old Parkinson place near Old Concord had been demolished without a demo permit. Eugene Scherich had previously asked for a demo permit and was denied by the township as he was not the owner of the property. After the property was demolished, Secretary Lesnock contacted Consol about the non-permitted demo and they in turn contacted Eugene Scherich who has an occupancy agreement with Consol for that property. Eugene came into the township office to state he was the one that had the property demolished. He then asked for a demo permit after the fact and was denied again. It is noted that the property was listed on the Washington County Historical record. Motion by Sanders, second by Smith to approve minutes.
In old business, the gutters and downspouts on the storage building will not be changed. The interior seams were taped, and the contractor sealed the concrete for no cost to the township at a value of $3,000.00 and, also gave a credit of $3,000.00 to the township due to the poor concrete finish job.
Regarding the employee handbook, Smith stated he already voiced his objections. It was noted that Hook reviewed the handbook and he had no objections to the form and content. Motion by Sanders and second by Dietrich to approve the final form to be finalized by Hook. Smith concurred with noting his previous objections.
Matt Petrovich has not submitted Consol’s 1/3 share of the Dry Run Road slip repair cost. Dietrich noted that Consol had part of Archer Road paved and had culvert pipes installed. The Consol Portal will be in operation by Monday 13th.
At 7:45 the bids were opened for the following: 1) Midland Oil, E-3 $2.028 per gallon, E-5, $2.191 per gallon, MC-70 $2.916 per gallon. 2) Russell Standard, E-3 $2.29 per gallon, E-5, $2.45 per gallon, MC-70 $3.30 per gallon. 3) Suit-Kote Corporation, E-3, $2.22 per gallon, E-5, $2.30 per gallon, MC-70, $3.30 per gallon. Motion by Smith, second by Dietrich to award contract to low bidder Midland Oil for E-3, E-5 and MC70. All agreed. Dennis Locy said he was dismayed to discover that a historical property in Morris Township was demolished. He wanted to know what the township could do to stop such a thing. He has renovated historic properties and knows the importance of saving those structures. It was stated that Locy could contact Pa Historical Museum Commission to raise the issue. Sanders felt this issue is between Consol, as the owner of the property and Eugene Scherich. Doug Smith said he also worries about trying to preserve historic structures in Morris Township. Randy Hamilton said whenever Consol or CNX goes before the board for a conditional use, if a historic structure is on the property, the preservation of the structure can be addressed in the conditions.
In new business, Washington County would like the townships pass a resolution to either form a census committee, ot to get the info posted concerning the importance of having a complete census count. Smith stated that if there is material that the census wants us to post, we will do so, but he doesn’t see the need for a census committee. Motion by Sanders, second by Smith to pass resolution #2 of 2019 to post information concerning the importance of a complete count.
The township received via email from Eric Cowden information about possible grants and low interest loans being made available for possible broadband. Randy Hamilton stated he wants the township to actively pursue this. Township will gather info. Discussion ensued.
Range Resources will be holding public information meetings relating to gas drilling activity in Morris Township at the municipal building on May 9 from 5PM to 7PM and again on May 24 from 9AM until 11:00 AM.
Sanders stated the concrete has been poured near the pavilion for the installation of a new charcoal grill and sidewalk to the play area. The parking area was enlarged, and additional stone added.
Motion by Sanders, second by Smith to review and pay bills. Motion by Sanders, second by Smith to adjourn. Meeting adjourned at 8:48 P.M.
