Supervisor Meeting Minutes – March 21, 2017

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting. Present were Supervisors David Stockdale, Doug Smith, Dave Dietrich, Zoning Officer Bob Sanders and Carl Sanders.

Chairman Stockdale called the meeting to order at 7:30 P.M. Minutes of the previous meeting were read. Motion by Stockdale, second by Smith to approve the minutes as read.

In old business, the supervisors are waiting for Attorney Hook to review the construction contracts before any decision concerning the mechanical drawing error that created a plumbing material and labor cost shortage on the garage portion of the new municipal building. Supervisors have not signed any change order pertaining to issue.

Road slips on Weir Cole Road are holding for now.

Regarding the Hathaway property, supervisors tabled the issue until our township building construction project is closer to being completed.

Lesnock sent Archer Road inspection report from Widmer Engineering to Larry Baumiller of Babst Calland by
certified mail.

Secretary Lesnock was informed that any increase in the elected tax collector’s commission rate had to be acted upon by February 15thth. And it had to be done in the form of a Resolution. However, the Elected Tax Collector’s commission rate increased to 5% from 3% was acted upon by a motion and second on March 7th, and thereby too late to comply with the 2nd class township code. Therefore, Motion by Dietrich, second by Smith to rescind the original motion and second made on March 7th to increase commission rate. Elected tax collector’s commission rate to remain the same at 3%. All agreed.

In new business, Spring Clean Up is scheduled for Saturday, May 6, 2017.

Dietrich stated the road crew will be replacing culvert pipes on Olas Lane on March 28, depending on weather
and how much they can get done. They may have to shut down the road for small portions of time as the work
progresses. Smith stated he will inform his tenants. Dietrich stated it’s possible that a metal plate can be used if necessary.

Tim Fritz submitted a bid to supply and run the cable wiring for internet and phone service at the new municipal building. The bid was $5,896.00. He is local. Motion by Dietrich, second by Stockdale to approve bid.

Gene Crouch will mow the park this year for the same price per mowing as last year. It falls well under the bid limits. Motion by Stockdale, second by Dietrich to have Crouch mow the park, memorial and township building.

The Township received notification from an engineering firm that Range will be running an across land water line from the Strawn Impoundment to the Amwell Township line. It was noted that the previous conditional use stated that the Strawn Impoundment was only for Morris Township wells and one well in Amwell Township. Secretary to notify Range concerning the need to reapply for a conditional use if they are requesting to use the Strawn Impoundment for anything else. Secretary to notify Hook.

Dietrich will get the stone and oil bid information ready. Bids possibly could be opened on April 13th or May 2ndnd.

Motion by Dietrich, second by Stockdale to review and pay bills. Motion by Dietrich, second by Smith to adjourn. Meeting adjourned at 8:30 P.M.
