Supervisor Meeting Minutes – March 20, 2018

The Morris Township Board of Supervisors met at the township meeting room for their regular scheduled meeting.  Present were Supervisors Rob Sanders, Dave Dietrich, Doug Smith, Zoning Officer Bob Sanders, Planning Commission member Randy Hamilton and Edward Eddie.

Chairman Sanders called the meeting to order at 7:30 P.M.  Minutes of the previous meeting were read. Motion by Sanders, second by Smith to approve the minutes as read.

In old business, there were two individuals that submitted bids for the 2018 park, township building and V.F.D. building mowing.  Edward Eddy submitted a bid of $575.00 per mowing and Gene Crouch submitted a bid of $225.00 per mowing.  Motion by Dietrich, second by Smith to approve Gene Crouch’s bid of $225.00 per mowing.  All agreed.

Township still looking for someone to perform certified title search on Hathaway property.  Secretary recently contacted Peacock Keller to see if their title searchers could provide a certified title search. Peacock Keller stated that they would look into any conflicts of interest and get back to me.

Received open cut permit from Mark West and Heavy Haul agreement application.  Secretary will get back with Mark West concerning amount of road bond necessary.

Secretary is to advertise for a second workshop to take place Wednesday April 18 at 9:00 A.M.  This workshop will be to continue to work on the development of an employee manual and to also outline cleaning duties for new municipal building so that a cleaning job can be bid out.   

Sanders has not received CAD drawings for salt and cold patch storage building as Norman has not been able to complete them yet.

None of the garbage strewn along Dry Run Road and Covered Bridge Road has been cleaned up. 

Regarding the possible walking trail, Sanders still waiting to hear from Lindy Paving. 

No new info on John Lindley’s request to operate a water fill station at the former gas station site in Prosperity.

Planning Commission tabled CNX request to add another compressor to the NV-57 site on Dry Run. Planning Commission requesting additional info. 

Greg and Amy Ross went before the Planning Commission to see if they can build a pole barn on their acreage located off Minton Run Road, in an A-1 Agriculture Zoned area of Morris Township and operate a wedding venue from that pole barn.  Planning Commission told them to contact Secretary Lesnock to get info on this. Randy Hamilton stated that would be a business and nowhere in our ordinance is that use permitted in an A-1 Agriculture zoned area. After much discussion, Supervisors stated that this use does not fall within the parameters of Morris Township Ordinance #1 of 1973 and Ordinance #2 of 2010.  If the Ross wish to pursue this matter, they would have to contact their attorney for advice.

Motion by Smith, second by Dietrich to request that the election site be moved to our new municipal building at 77 Park Drive, Prosperity. Secretary Lesnock is to send request to Larry Spahr at Washington County.  All agreed.

Secretary to advertise for Spring Clean Up to take place May 5, 2018 from 7:00 A.M. until 4:00 P.M.

Motion by Dietrich, second by Smith to adjourn. Meeting adjourned at 8:38 P.M.
