Supervisor Meeting Minutes – March 1, 2016

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting. Present were Supervisors David Stockdale, Dave Dietrich, Doug Smith and Zoning Officer Bob Sanders. Chairman Smith called the meeting to order at 7:30 P.M. Minutes of the previous meeting were read. Motion by Smith, second by Stockdale to approve the minutes as read. The financial report was made available for inspection.

In old business, no one has heard back from Consol concerning the conditional use agreement concerning the portal, air shaft, road upgrades, closures and bypass road construction. Smith stated that after the township was informed that CNX will no longer be responsible for the bypass road construction and the bypass construction will now be Consol’s responsibility, ultimately, it will be Consol’s responsibility to fulfill the obligation of the conditional use agreement anyway.

Concerning the placement of the diesel tank on the township building plans, Dietrich wants to wait until the building is underway to get a better idea where to have the diesel tank placed and he stated that it is also possible that the township will continue to use the diesel tank that is currently at the township building instead of having a new one placed at the park building site.

Dietrich received a bid of $9,800.00 for concrete work at the park pavilion from Dan Maxwell. He is waiting on another bid. The supervisors can decide between the bids at the next supervisors meeting.

Dietrich spoke with Nathan Voytek of the Redevelopment Authority concerning the Block Grant for Weir Cole Road. Nathan will let Dave know when the project is put out to bid.

Dietrich looked at Ola’s Lane and stated he does not believe that there is a way to have a guide rail installed in the area that borders creek and curve in the lane. After much discussion, this issue was tabled until a later date.

Dietrich stated that the tentative arrival date for the new mowing tractor is the first week of April. Supervisors discussed the need for a sweeper that will attach to the new tractor. The cost is $8,000.00. Township has enough in Equipment Fund. Motion by Smith, second by Stockdale to order sweeper from Walsh Equipment. All agreed.

In new business, Dietrich said the V.F.D. has 4 tires that have had very little use and they would fit the township’s F-550. The V.F.D. paid $292.00 per tire and would be willing to sell them to the township for $150.00 per tire. Motion by Smith, second by Stockdale to purchase 4 tires from V.F.D. for $600.00.

Spring Clean-Up is scheduled for Saturday May 7th.

Dietrich said that once the township received the Act 13 funds this year and the township knows the final cost of the township building, he would like to see if it is feasible to bid out an FB project later in the year. If it is not feasible to do a Flexible Base project this year, then he is interested in having the top portion of Bells Lake Road re-profiled. Discussion ensued.

Bob Sanders said there are some trees that are overhanging the future building site of the township building. He would like to take them down for use as firewood. Smith designated Dietrich to view the trees with Sanders and decide about the trees.

Motion by Smith, second by Dietrich to review and pay bills. Motion by Dietrich, second by Stockdale to adjourn. Meeting adjourned at 8:55 P.M.
