Supervisor Meeting Minutes – June 7, 2016

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting. Present were Supervisors Doug Smith, David Dietrich, David Stockdale, Zoning Officer Bob Sanders, Planning Commission member Randy Hamilton, Township Road Crew employee Rob Sanders, Carl Sanders, Don Clark, Andy Stefkovich, Brandon and Anton. Meeting was called to order by Chairman Smith at 7:30 P.M. Minutes of the previous meeting were read and a correction was made by Smith. He had stated that located on the hood of each commercial truck, is a truck number that can be used to identify the truck driver through their company. Motion by Smith, second by Stockdale to approve minutes as corrected.

In old business, Township Solicitor has not yet met with Supervisors to go over proposed police agreement. Motion by Smith, second by Dietrich to table decision on police protection by Morris of Greene County Police Department until Solicitor has a chance to address the issues he has with proposed agreement. All agreed.

Dietrich received an estimate for guide rails for Ola’s Lane from Green Acres Construction Company. It is $14,671.00. He also had Green Acres supply an estimate to have guide rails installed on each side of the small bridge on Weir Cole Road that was recently repaired. That estimate was around $3,000.00. It was brought up that the Church may have some used guide rails and Smith stated he will ask a session member if the church is interested in selling some of the guide rails. The entire issue was tabled until more information can be gathered.

Secretary Lesnock spoke with Diane De’Loss of EQT. Ms. De’Loss indicated EQT was not aware the site for the tank farm was in Morris of Washington. Secretary is to contact De’Loss and direct her to have EQT come before the Morris Township Planning Commission meeting of June 13 with narrative, site plans and any other items necessary as EQT must apply for a conditional use through Morris of Washington. If any activity has begun in Morris of Washington County, then a cease and desist order will be issued by Morris Township Solicitor Bill Hook.

Dietrich discussed the road slips on Weir Cole and on Ringland Ridge. He received an estimate from K-2 Engineering to drill core samples. It is about $11,000.00. Smith felt that the township could “band aid” the road slips and hope they hold for a year or so. Discussion ensued.

Morris Township does not have a signed conditional use agreement with Consol yet on the previously approved Conditional Use that was subject to getting detailed information concerning the requested road closure agreement/road upgrades and new bypass road construction. Also, not yet signed is the agreement indicating that Consol will supply the new Morris Township municipal building with potable and adequate water. Supervisors will have to talk with Bill Hook concerning these matters.

Concerning the dilapidated Hathaway House, Secretary gave the Notice of Violation order that was received from Solicitor Bill Hook to Zoning Officer Bob Sanders. After much discussion, Sanders wants the house to also be demolished. Randy Hamilton stated that it should be up to the Hathaway’s to prove that the house is not at least 50 % dilapidated. Supervisors told Secretary to let Hook know to add house to the list of structures to be demolished.

Stockdale attended the bid opening at the Redevelopment Authority for the new municipal building construction project. The low bid was Waller Corporation at $1,403,855.00. As this amount was higher than anticipated and creates a small shortfall in the amount needed ( around $50,000.) motion by Smith, second by Dietrich to table issue until next meeting when the township knows the exact amount that is to be received from Act 13 funds in July.

Concerning the new Massey Ferguson tractor and tiger boom mower ordered from Walsh Equipment, motion by Dietrich, second by Stockdale to finance the tractor and boom mower through FNB (Lease to Own). All agreed. This is a result of the higher than anticipated bid result for the new municipal building.

Secretary to meet with Mike Verner sometime next week to find out how to scan and download items to website.

Motion by Smith, second by Stockdale to review and pay bills. Motion by Smith, second by Stockdale to adjourn. Meeting adjourned at 9:45 P.M.
