The Morris Township Board of Supervisors met at the township meeting room for their regular scheduled meeting. Present were Supervisors Rob Sanders, Dave Dietrich, Doug Smith, Zoning Hearing Board member David Stockdale and Crystal Glover.
Chairman Sanders called the meeting to order at 7:30 P.M. Minutes of the previous meeting were read. The financial report was made available for inspection. Smith wished to add that he didn’t attend the continuation of the meeting of May 21 on May 22 because Sanders had informed him it wasn’t possible to pursue a grant for broadband at this time due to the lengthy process to put together such an application. Motion by Sanders, second by Dietrich to approve the minutes with the addition. All agreed.
Chairman Sanders went into new business first. Crystal Glover owns a new food truck and has been in the catering business for a long time. She has the approval from John and Mar Lindley to park her food truck at the former Prosperity Gas Station site (4515 Prosperity Pike) owned by John and Mar Lindley. It is zoned B-1 Business. She has all her licenses and inspections necessary to operate a food establishment. She is interested in operating Monday through Friday from 10 A.M., until 6 P.M., but may adjust her schedule and days as she sees how it works out. She intends to set it up in the parking area and leave it on site. Supervisors told her that it is a permitted use in B-1 Business and thanked her for informing them of the business plans.
In old business, the Employee Manual Handbook is now in its completed form. Motion by Sanders, second by Dietrich to adopt the 2019 Employee Manual Handbook. Smith stated that with his previously stated misgivings, he too concurs.
Smith received a thank you letter from Jessie Anderson thanking him and the township for the etching on the Vietnam Memorial Marker of her husband’s name. As there were many obstacles in dealing with two different monument companies in getting the etching completed, she was thankful that it was finally completed.
Matt Forte from Range Resources has been talking with Jamie Harshman of Harshman Engineering. Range is not pleased with Harshman Engineering wanting to inspect the road work proposed by Range and making Range pay for the inspections. Range stated that Morris is being unreasonable to want a separate maintenance bond and not just a performance bond. Dietrich stated that Matt Forte told him that if no conclusion on this issue was reached, Range would simply run the roads as they are. Dietrich stated we would have a problem with that. It is unclear when Solicitor Hook will be able to meet with the supervisors if necessary. Will know more tomorrow.
Secretary received the Consol coal panel map for the progression of mining activity as it is reported to the township each Monday.
Asphalt scratch job was completed on Dunham, Quaker and Ealy Road. Sanders stated that base repair will need to be done on Archer Road. Solicitor Hook told him that road work AND labor completed under Act 13 can be paid from Act 13 money. Secretary Lesnock to inquire about opening a payroll account.
The pavilion work continues, and Rob Sanders stated that CNX has said they would donate $2,500.00 toward the pavilion work. He will contact Consol to see if they are interested in donating toward park work.
Back to new business, Supervisors received the resignation letter from Randy Hamilton from the Planning Commission. They accepted his resignation. Motion by Sanders, second by Smith to appoint Tom Coffield to the Planning Commission to complete the term of Randy Hamilton. All agreed.
Motion by Dietrich, second by Sanders to review and pay bills. Motion by Sanders, second by Dietrich to adjourn. Meeting adjourned at 8:27 P.M.
