Supervisor Meeting Minutes – June 21, 2016

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting. Present were Supervisors Doug Smith, David Dietrich, David Stockdale, Zoning Officer Bob Sanders, Planning Commission member Randy Hamilton, Morris Township (Greene County) Police Chief Mike Natale, Consol Solicitor Larry Beaumiller, Consol Representatives Matt Petrovich and Brian Rabbitt, Carl Sanders and Dan Augenstein. Chairman Smith called the meeting to order at 7:30 P.M. Minutes of the previous meeting were read. Motion by Smith, second by Dietrich to approve minutes as read.

In old business, Motion by Smith, second by Dietrich to sign the Augenstein Subdivision. The Planning Module was previously signed and the 10 acre septic permit exemption form was previously signed.

Morris Township (Greene Co) Police Chief Mike Natale said Morris Township of Greene County Supervisors agree with the contract that Solicitor Hook reviewed and the Police would be able to start July 1st. After some discussion, Motion by Smith, second by Dietrich to enter into a 6 month contract at a cost of $3,744.00 per month, with Morris Township Greene Co., Police Department beginning July 1st. Dietrich volunteered to be the liaison between Morris Township Greene Co., Police and Morris Township Wash. Motion by Smith, second by Stockdale to appoint Dietrich as liaison.

Dietrich stated the estimated cost for 500‘ of guide rails on Ola’s Lane is $10,392.00 and the estimate for 120’ of guide rails at the site of the repaired bridge on Weir Cole Road is $2,778.00 + $1,500.00 mobilization fee. Discussion ensued.

Concerning the low bid by Waller Corporation for the Municipal Construction Project bid opening at the Redevelopment Authority of Washington County, motion by Smith, second by Stockdale to accept low bid by Waller Corporation of $1,403,855.00 for the construction of the new municipal building. This does not include the alternate bid for paving of the new parking lot area as Morris Township opted not to have the lot paved due to cost overruns. Also, motion by Smith, second by Stockdale to sign an “On demand note” with the Redevelopment Authority for an estimated $56,000.00 as the township has all funds for construction, except that shortfall. All agreed.

Concerning the Archer Road portal and related facilities. Larry Beaumiller said it seems that Consol and Morris Township are very close to being in agreement with the road construction, road closure and road upgrade agreement. Dietrich stated that he met with Green Acres Construction and decided that 500 feet of guide rails would be sufficient along Covered Bridge Road. Green Acres can install them and Consol can pay for the guiderails and installation directly to Green Acres. Dietrich stated that a small portion of Timberline needs addressed on the map as to what part of Timberline is being closed. Consol would like Morris Township to have an Engineer (someone like Stahl Schaeffer) go over the road plans. Township will have to contact Engineer for plan review. Concerning the possible public water line to the portal, Lesnock spoke with PA American Water representative Eric Beringer and he confirmed that a pressure reducing valve on the line itself that may end up feeding the portal. However, it is typical for each water meter pit to have a pressure reducing valve in it. Consol not sure how the water will be supplied to the portal, however, Consol agree’s to provide a temporary potable water source to the new municipal building as it will not be possible to meet the building time line for public water. If public water does not go by the new municipal building, then Consol agrees to have a potable water well drilled in sufficient quantity and quality for the Morris Township Municipal building as a permanent water supply. This will be a separate agreement. Motion by Dietrich, second by Stockdale to sign a road closure/road construction/road upgrade agreement that is in a form that is acceptable to the township solicitor and agree to sign a second agreement that specifically deals with Consol providing water to the new municipal building that is in a form that is acceptable to the township solicitor. All agreed.

Dietrich took over the township meeting at 8:35 as Smith left early as he was not feeling well.

The EQT hearing for a conditional use application for a tank pad in Morris Township Washington County that will be used by a Marcellus Shale well site in Morris Township of Greene County will be scheduled for the second week in July. Secretary to find a date that works for everyone and advertise. Hamilton requests that the Supervisors read over the Planning Commission’s comments about timelines if site is abandoned for more than 12 months and their thoughts on reclamation as a possible condition. Discussion ensued.

Dietrich said a “Band Aid” repair was done to the slip on Weir Cole Road. Ringland Ridge is still waiting.

Zoning Officer Bob Sanders signed the cease and desist order for Hathaway. Secretary to find out new step from Solicitor Hook.

Motion by Dietrich, second by Stockdale to review and pay bills. Motion by Dietrich, second by Stockdale to adjourn. Meeting adjourned at 9:02 P.M.
