Supervisor Meeting Minutes – June 18, 2019

The Morris Township Board of Supervisors met at the township meeting room for their regular scheduled meeting. Present were Supervisors Rob Sanders, Doug Smith, Zoning Officer Bob Sanders, Barbara Cassidy, Robert Hurka and Dennis Locy. Absent was Dave Dietrich.

Chairman Sanders called the meeting to order at 7:31 P.M. Minutes of the previous meeting were read. Motion by Sanders, second by Smith to approve the minutes as read.

In old business, Barbara Cassidy came before the board to ask questions about operating a food business out of her truck along Archer Road near the intersection of Plum Sock and Archer Road. Ms. Cassidy had previously stopped in the township office and spoke with Secretary Lesnock concerning this. As was noted in the minutes of May 21, 2019, Lesnock had told Ms. Cassidy that the area was zoned A-1 Agriculture and she would have to obtain the property owners legal permission to apply for a Conditional Use for an eating establishment under Ordinance #2 of 2010. During the week of June 10th, Supervisor Rob Sanders drove past Ms. Cassidy’s truck that was parked along Archer Road as she was operating her “eating establishment”. Sanders told Ms. Cassidy that she would have to cease operation and to come to the next Supervisors meeting. Ms. Cassidy told the Supervisors that Consol is the owner of the property and she was testing the waters to see how much business she could be generating. Sanders told her that in order to operate such an establishment, she would have to go through the process of applying for a Conditional Use but would first have to get the property owners permission to do so. Then it would go through Planning Commission and then Supervisor’s Conditional Use hearing before the outcome could be decided. Discussion ensued.

The Range Resources road improvement agreement is still not settled. Hook would like to meet with the Supervisors about this when Dietrich returns. Discussion ensued over the issue.

The work of widening Covered Bridge Road has been completed. Base repair on Archer complete. Supervisors discussed the condition of Bells Lake Road. The township had the road reprofiled and tarred and chipped but there is a homeowner on Bells Lake Road who continually has work done on their property and the heavy equipment is creating damage on Bells Lake.

In new business, Paula Longstreth asked Rob Sanders if the township had any community service work available. Her son must complete 16 hours of community service. Sanders stated there was weed cutting to do around the park. Township will contact the Community Service director to see what needs to be completed on the township’s part.

Motion by Sanders, second by Smith to review and pay bills. Motion by Sanders, second by Smith to adjourn. Meeting adjourned at 8:44 P.M.
