Supervisor Meeting Minutes – July 2, 2019

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting.  Present were Supervisors Rob Sanders, Dave Dietrich, Doug Smith, Zoning Officer Bob Sanders and Adam White of CNX.

Chairman Sanders called the meeting to order at 7:30 P.M.  Minutes of the previous meeting were read.  There were two additions.  Smith stated that he had said there were potholes in the previously repaired slip area of Weir Cole Road. Also, Secretary forgot to add that Paul Whitmer would like to put together a classic car show at the Township Park to benefit the V.F.D. Supervisors stated that the township can donate the use of the park for the car show, but it would be up to the V.F.D. to pay for the DJ and Elvis Impersonator. Motion by Sanders, second by Smith to accept the minutes as read with the two additions.  All agreed.

In old business, Ms. Cassidy has not been in touch with the township concerning the conditional use process to obtain a hearing for the operation of a food truck establishment along Archer Road.  Zoning Officer Sanders stated that he inspected the area she wants to operate from, and he believes the area is not big enough to handle multiple vehicles that may pull off the road.  Discussion ensued.

There was much discussion over the Range Resources Pie Ridge Road upgrade from the intersection of Pie Ridge Road and Plum Sock Road to the Strawn impoundment driveway.  Township Solicitor Hook wishes to have a conference call with Range on Wednesday July 3 at 11:00 A.M., at the township building. 

Dietrich stated that we are still waiting for the installation of guide rails on Covered Bridge Road.  Also, the potholes on Weir Cole Road have been patched.  Smith noted that the area is still rough.

The community service work that was mandated for the teen will begin on Wednesday.  He will perform 16 hours of weed cutting for the township.

In new business, Adam White of CNX attended the township meeting and presented the township a $2,500.00 check to go toward the Park Pavilion renovations. 

Sanders spoke with Steve Quinn of CNX and Quinn stated that CNX is getting a quote to repair the bottom end of Archer Road.  Also, Deer Park is beginning to fail from CNX traffic.  Supervisors also discussed the condition of Penn Hill. 

Autumn and Lowell Abbadini are requesting a Zoning Board Hearing to request a variance of side set back distance as the right of way through their property is prohibiting them from complying with side set back distances. Secretary Lesnock will contact the ZHB.

Secretary Lesnock received a phone call asking if the township had an exotic animal ordinance. The caller then posed the question, “then would it be okay if I moved into Morris Township with my black panther?”  It was thought that Peters Township had an exotic animal ordinance. Secretary to contact Peters Township. 

Smith asked if the DEP possible had a 20 years map projection of future coal panels.  It is unknown.

Dietrich would like to put a bid out for an asphalt leveling course for Weir Cole Road from the Pie Ridge Road intersection to the Dille Run Road intersection.  Smith stated the back end of Weir Cole Road needs more repair than the front end of Weir Cole Road. Dietrich stated that is why he is proposing the asphalt leveling course for the back end of Weir Cole Road.  Motion by Dietrich, second by Sanders to bid out the asphalt leveling course for Weir Cole Road from the Pie Ridge intersection to the Dille Run intersection.

Motion by Dietrich, , second by Sanders to review and pay bills.  Motion by Sanders, second by Dietrich to adjourn.  Meeting adjourned at 8:20 P.M.
