Supervisor Meeting Minutes – July 13, 2016

The Morris Township Board of Supervisors met at township office after the previous Supervisors Hearing that took place at 6:30 P.M. Present were Supervisors Doug Smith, David Dietrich, Dusty Stockdale, Zoning Officer Bob Sanders, Solicitor Bill Hook, Planning Commission member Randy Hamilton and resident Carl Sanders.

Chairman Smith called the meeting to order at 7:36 P.M. Minutes of the previous regular supervisors meeting were read. Motion by Smith, second by Stockdale to approve minutes as read.

ln old business, Concerning the On Demand Note that the Redevelopment Authority wanted the township to sign to make up the difference of $55,217.76 due to the excess cost of the new building, Solicitor Hook stated that he did not like the wording of the On Demand Note nor did he feel it fell within the Municipality borrowing regulations. Motion by Smith, Second by Dietrich to decline the On Demand Note with the Redevelopment Authority and, instead have a treasurer’s check drawn in the amount of $55,217.76 from the Act 13 Impact Fee funds that were recently received. All agreed.

Regarding the guide rails for Ola’s Lane and Weir Cole Road, Dietrich signed the proposal from Green Acres and Secretary Lesnock faxed form back. Green Acres will contact us when guide rails are ready to install.

Supervisors signed the Conditional Use approval for the Consol Archer Road Portal and related facilities along with the Road closure, upgrade and reconstruction agreement. Solicitor Hook will submit signed originals to Consol for their signatures. Also, the agreement for Consol to supply potable water in sufficient quantity and quality to the new Morris Township Municipal Building at the park, either in the form of a drilled water well or a public water line, will still need drawn up and signed by Morris Township and Consol. Also, Stahl-Schaeffer Engineering drew up the plans for the road construction.

Zoning Officer Sanders mailed Notice of Violation to Mr. and Mrs. Russell Hathaway on July 13.

Dietrich received an estimate from Log Cabin Fence Company for a new tarp for the Superstructure. It is $5,200.00. Price includes material and labor to install the tarp. Supervisors discussed possibility of have labor done by township employees. Motion by Stockdale, second by Smith to purchase new tarp and to look into having labor done in house.

Supervisors discussed the Weir Cole Road grant for paving from the Redevelopment Authority. Motion by Smith, second by Stockdale to pave only the area that the grant money will allow and, if necessary the township will only pay an additional amount for the paving to be extended just past the repaired road slip area.

In new business, Planning Commission member Randy Hamilton stated that the Morris Township Planning Commission does take their duties seriously and he felt that the Supervisors should make an attempt to review what the planning commission recommends. Discussion ensued.

Motion by Stockdale, second by Smith to review and pay bills. Motion by Dietrich, second by Stockdale to adjourn. Meeting adjourned at 8:38 P.M.
