Supervisor Meeting Minutes – January 7, 2019

The Morris Township Board of Supervisors met at the Municipal Building for their regular meeting.  Present were supervisors Robert Sanders, Doug Smith, Dave Dietrich, Zoning Officer Bob Sanders, Carl Sanders and Jeff Mooney. 

Chairman Sanders called the meeting to order at 7:44 P.M.  Minutes of the previous meeting were read.  Motion by Sanders, second by Smith to approve the minutes as read.  The financial report was made available for inspection. 

In old business, Sanders called and spoke with Rosa McMullen about her concerns over Harvey Road.  She said that CNX is taking much better care of keeping down the dust and controlling the mud by sweeping and scraping the roads.  Trucks have slowed down their speed.  CNX representative has been calling her several times a week to make sure road issues have improved. 

Secretary will ask Jamie Harshman if he has received the signed contract from Blair regarding the storage building bid project.

Smith stated that he has had two complaints from residents that live on Pie Ridge stating that they overlook the CNX Compressor Units construction project on Archer Road and feel that the staging of their construction equipment is an eyesore.  Smith said he doesn’t recall the parking of construction equipment being part of the previously approved conditional use.  Dietrich stated that they are parking the construction equipment on their own property and where else did he think they would park the equipment for the construction job?  Dietrich stated that once all construction is completed and if the construction equipment were to remain on that property, then it would be something that would need addressed.  Sanders does not feel this is an issue while the construction is ongoing.  Smith said he wants the community to appear rural as much as possible.  Discussion ensued.

In new business, GMS, a subcontractor for Consol requested a building permit application so that they can build their own bathhouse and offices on Consol’s property on Archer Road.  Secretary to contact Solicitor Hook about this issue and see what steps would need to be taken on Consol’s part to grant permission for the building permit. 

Chairman Sanders stated that he thinks the park rental should be raised to $75.00 with an additional $25.00 security deposit that the person renting the park would be reimbursed the security deposit of $25.00 if the park is left clean.  There were a few renters last year that left the park a mess and the next day’s park renters had to contend with cleaning up the mess.  Once, the township was left to clean up maggot filled garbage.  Motion by Sanders, second by Smith to increase the park rental fee to $100.00 that includes a $25.00 security deposit that will be returned to the renter if the park is left clean. All agreed.  Also, the new charcoal grill will be installed at the park and a baby swing will be installed to replace the one that is missing.

Jeff Mooney went before the board and asked for a raise of 3.1% which amounts to .67 cents per hour.  He has been with the township for over 8 years. His current rate is, $21.63 and he would like to earn $22.30 per hour.  Smith stated that he wasn’t feeling overly generous and felt 3.1% was too generous.  He spoke of some figures that were around 1%.  Sanders suggested that Mooney’s hourly rate be increased by .62 cents an hour, which is just under 3%, to a rate of $22.25 per hour.  Motion by Sanders, second by Smith to increase Jeff Mooney’s pay to $22.25 per hour. All agreed.    Secretary Lesnock’s current hourly wage is $20.60 per hour.  Motion by Smith, second by Dietrich to increase Lesnock’s wage by .40 cents to $21.00 per hour. Lesnock has been employed by Morris Township for 29 years.

Motion by Dietrich, second by Smith to review and pay bills.  Motion by Sanders, second by Smith to adjourn.  Meeting adjourned at 8:35 P.M.
