Supervisor Meeting Minutes – January 15, 2019

The Morris Township Board of Supervisors met at the township meeting room for their regular scheduled meeting.  Present were Supervisors Rob Sanders, Doug Smith, Zoning Officer Bob Sanders and Carl Sanders.  Supervisor Dave Dietrich was absent.

Chairman Sanders called the meeting to order at 7:30 P.M.  Minutes of the previous meeting were read.  Motion by Sanders, second by Smith to approve the minutes as read. 

In old business, Blair Construction is working on getting their vendors lined up for the storage building project. 

Secretary asked Township Solicitor Bill Hook a question via email concerning GMS (a subcontractor for Consol) request to construct their own bathhouse and office building at the Consol Archer Road coal portal/bathhouse/office building site. On the previously submitted Consol Conditional Use site plans, a modular structure was indicated for the GMS bathhouse/office structure.  However, Josh Mullins of GMS stated a typical modular structure does not hold up well to all the water and the large amount of people using the bathhouse.  That is why they are wanting to construct their own building. Once Hook responds we will know more.

Another workshop for the employee handbook will be scheduled and advertised for Wednesday January 23.  Smith wants it to be at 8:30 A.M., as he has an appointment later in the morning. 

Supervisors will draw up a list of duties of a cleaning person in order to obtain some quotes for cleaning service of the township meeting room, foyer, offices, restrooms, kitchenette, road crew kitchen and the road crew restroom/locker room and shower area.

In new business, Morris Township needs to appoint a new person to serve on an appeal board that relates to the Pa Uniform Construction Code.  And, as Morris Township of Washington County is included in a group of townships in neighboring Greene County that all use Building Inspection Underwriters of PA as their building code official, a motion by Sanders and a second by Smith to appoint Mike Donahue as Morris Township of Washington County member of the Appeal Board as it relates to the PA Uniform Construction Code. 

Chairman Sanders said he has received some complaints that there have been water trucks traveling Mt. Zion Road during blackout times that were to be enforced for the safety of school buses that travel Mt. Zion during those blackout times. Smith wanted to know if names of the trucks were obtained.  Sanders was not aware if they were.  Sanders felt that Steve Quinn of CNX should be contacted about this issue.

Motion by Sanders, second by Smith to review and pay bills.  Motion by Sanders, second by Smith to adjourn.  Meeting adjourned at 8:00 P.M.
