Supervisor Meeting Minutes – February 16, 2016

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting. Present were Supervisors Doug Smith, Dave Dietrich, Dusty Stockdale, Zoning Officer Bob Sanders and Carl Sanders.

Minutes of the previous meeting were read. Motion by Smith, second by Stockdale to approve minutes as read.

In old business, Dietrich stated that no one has gotten back to him regarding the road improvements, new bypass road construction and road closure agreement between Consol/CNX and Morris Township. He also found out that CNX will not be responsible for the bypass road construction and that Consol will now be responsible for it. This was not addressed in the conditional use hearing. Also, township has never heard back from Consol concerning the draft of the conditional use agreement. Secretary will contact Township Solicitor Bill Hook and Consol Solicitor Larry Beaumiller concerning these issues.

Concerning the vacant auditor position due to Martha Dille’s passing in January, Motion by Stockdale, second by Smith to appoint Mona Lee Sanders to the vacated position. Her term will be in effect until the next municipal election. All agreed. Smith stated that it would be good if the newly appointed auditor(s) and tax collector be able to attend classes relating to each position.

Regarding the municipal building site plan, Motion by Smith, second by Stockdale to approve the site plan as drawn by RSH Architects. Dietrich objected.

Dietrich stated the cement quote from Maxwell for the pavilion has not yet been received.

Smith stated that it looks like the Washington County Commissioners are not going to implement the new minimum “net 10 acres” clean and green requirement and will continue with the minimum “gross ten acres” requirement for clean and green.

In new business, Morris Township is getting a block grant for the Weir Cole Road paving project from the Redevelopment Authority. Dietrich asked if the township is interested in adding approximately $80,000.00 to $100,000.00 to the grant to pave an additional 7/10 of a mile that would subsequently continue the paving to the intersection of Weir Cole and Pie Ridge. Motion by Stockdale, second by Smith for Morris to add funds to the block grant to extend the paving length. All agreed.

Smith spoke about the Waste Management Truck that overturned on the bend of Ola’s Lane. He felt that the truck did damage to Ola’s Lane and also damaged a guide wire that was between two trees. After much discussion, Dietrich stated that he would look into this.

Motion by Smith, second by Stockdale to review and pay bills. Motion by Smith, second by Dietrich to adjourn. Meeting adjourned at 9:47 P.M.
