Supervisor Meeting Minutes – December 14, 2018

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting.  Present were Supervisors Rob Sanders, Dave Dietrich, Doug Smith, Zoning Officer Bob Sanders, Planning Commission member Randy Hamilton, Carl Sanders, Rosa McMullen and Michael Shymchak. 

Chairman Sanders called the meeting to order at 7:30 P.M.  Minutes of the previous meeting were read. The financial report was made available for inspection.  Motion by Sanders, second by Dietrich to approve the minutes as read.  All agreed.

In old business, the bids for the proposed storage building project were received and opened at noon as per the legal notice, and then were presented during the regular supervisors meeting.  Bid results from lowest to highest are as follows:  Blair Contractors $131,300.00, MacBracey Corporation $137,079.00, Fleeher Contracting $148,745.00, Swede Construction $175,000.00, TBI Contracting $176,000.00, Raffle Construction $258,070.00 and Golon Corporation $318,000.00.  Also, Freedom Enterprises bid $188,000.00 but was disqualified due to not having a bid bond with the bid.  After some discussion to the matter of bids being much higher than anticipated, Dietrich motioned to table any action on the bids until next meeting.  A second to table by Smith.  Sanders agreed.

Secretary stated that Mike Verner downloaded Quick Books on the township computer.  Secretary will search for a possible class to learn how to use it.

Andrew Kinter of CNX told Lesnock that the reprofiling of a portion of Archer Road using Portland cement in the mix will not happen this year and perhaps not at all.  Discussion ensued.

In new business, Rosa McMullen and Mike Shymchyk both had complaints about the condition of Harvey Road and the excess mud being dragged out onto Harvey Road from the impoundment sites on Cabin Road and the Marcellus well pad.  McMullen and Shymchyk both said they believe CNX has also salted Cabin Road, making the road a slime like mess.  McMullen also said some bottle trucks are also blowing their horn as they pass her home in the nighttime when she and her daughter are trying to sleep.  McMullen and Shymchyk are both extremely unhappy with the road conditions (both mud and dust) they must live with daily.  They both demand something be done by CNX to improve these conditions.  Mrs. McMullen also said the trucks drive into her yard and run the stop sign. Smith told Mrs. McMullen to try and get the name of the trucks blowing their horns along with a truck number.  Much discussion ensued.  Supervisors will get in touch with Steve Quinn of CNX and will have Steve Quinn and Road Foreman meet with McMullen and Shymchyk. 

Jamie Harshman sent a packet with his engineering services he can provide to the township on an as needed basis.  Both Sanders and Dietrich stated he has provided good service in a timely manner in the past. 

Motion by Sanders, Second by Smith to review and pay bills.  Motion by Sanders, second by Dietrich to adjourn.  Meeting adjourned at 8:30 P.M.
