Supervisor Meeting Minutes – August 2, 2016

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting. Present were Supervisors David Dietrich, David Stockdale, Zoning Officer Bob Sanders, Morris Township Greene County Police Chief Mike Natale and resident Carl Sanders.

Vice Chairman Dietrich called the meeting to order at 7:30 P.M. Minutes of the previous meeting were read and approved.

In old business, Police Chief Mike Natale gave a report of 36 traffic citations, 32 warnings, 3 criminal incidents and 3 medial calls during the month of July 2016.

Concerning the guide rails to be installed on Weir Cole and Ola’s Lane, Green Acres Construction has made their one call requests and the installation date is not yet known.

Road crew met with Log Cabin Fence Company to get exact measurement for new tarp on Superstructure. The tarp was ordered and Log Cabin Fence Company will also install it.

Nathan Voytek of the Redevelopment Authority told Dietrich that the Weir Cole grant paving project could be late August or early September.

Concerning the reading of Planning Commission minutes during the township meetings, Dietrich and Stockdale both felt that the minutes should be written legibly and even perhaps read by a planning commission member at the township meeting. Discussion ensued.

Pertaining to the proposed sewage treatment facility at the Consol Archer Proposed portal, Motion by Dietrich, second by Stockdale to approve Resolution #2 of 2016 to assure long-term proper operation and maintenance of the proposed Consol Pa Coal Co.,LLC (CPCC) Enlow Fork Mine 8 North 1 Portal Sewage Treatment Plant, etc … requiring a bond or escrow sufficient to cover the costs offuture operations and maintenance of the sewage treatment plant should CPCC default on its obligations to run the plant properly.

Concerning the Hathaway dilapidated property on Grove Road, Russell Hathaway signed for the Certified N.O.V. on 8/29/16.

Pertaining to EQT, Supervisors are okay with Solicitor Hook’s draft of the Conditional Use Approval. Secretary to contact Hook to have original prepared for signatures.

Stockdale attended the contract signing at the Redevelopment Authority. Waller is to set up at site on August 3th. On August 18th at 10:00 A.M. there will be the LSA Grant Check presentation to a township official. On August 24th there will be an onsite meeting that will include Nathan Voytek of the Redevelopment Authority, Bob Miller of RSH Architects, Greg Kittridge of Waller Corporation, Morris Township and Vince Alfieri of Building Inspection Underwriters. Dietrich has concerns about some dead trees along the park drive that leads to the building site and also some trees that may be overhanging the building site.

Secretary to ask Nathan Voytek who we should contact concerning this.

Dietrich stated that Dry Run Road will be oiled and chipped on August 30th. Consol is paying for the materials and Morris Township will be providing the labor. The blacktop on Dry Run has been repaired.

Dietrich stated 450 tons of material was delivered to the park and is being stored there for the Ringland Ridge Road slip repair.

Secretary Lesnock received a complaint that the park pavilion is in need of a ceiling. Birds are nesting in the rafters and creating a mess on the picnic tables and new cement floor of the pavilion. Also the electric in the pavilion needs updating and there is need for soffit, fascia, gutters and downspouts. Discussion ensued over possible T-111 material being used for ceiling material. It was suggested that a few prices be obtained so that we know what kind of cost could be involved. Discussion ensued.

Dietrich stated that the Township’s Ford F-550 had a recall on a sensor and it was taken care of by Washington Ford.

Motion by Stockdale, second by Dietrich to review and pay bills. Motion by Stockdale, second by Dietrich to adjourn. Meeting adjourned at 8:28 P.M.
