Supervisor Meeting Minutes – April 19, 2016

The Morris Township Board of Supervisors met at the township office for their regular scheduled meeting. Present were Supervisors Doug Smith, Dave Dietrich, Zoning Officer Bob Sanders, Tax Collector Marissa King and Carl Sanders. Dusty Stockdale was attending the PSATS Convention in Hershey, Pa.

Chairman Smith called the meeting to order at 7:33 P.M. Minutes of the previous meeting were read and corrected. Russell Standard Corporation submitted a sealed bid for road oils, not Russell Brothers. Motion by Dietrich, second by Smith to approve minutes as corrected.

In old business, Marissa King spoke with Charlie Marker, and Charlie stated that the Hewlett Packard laptop computer that Marissa picked out would be more than sufficient for her tax duties. The cost of the laptop computer is $300.00. Smith suggested that Marissa find out from Charlie if the current printer is compatible with the laptop. Motion by Smith, second by Dietrich to approve purchase of HP Laptop computer for tax duties. King will purchase the computer and submit reimbursement receipt.

Dietrich stated the signs are up on Harvey Road.

Township received County Bids. They were not lower than bids of April 5. Low bids of April 5th stand.

Dietrich stated the township received an estimated cost for bridge decking from Baily Steel. Supervisors discussed removal of treated wood planking and replacing planks with steel. Motion by Smith, second by Dietrich to proceed with Weir Cole bridge repair as long as the cost of materials is below $10,000.00.

Dietrich stated that Stahl Schaeffer will look at the Weir Cole Road slip and the Ringland Ridge Road slip and will set up to do core samples at each site. Dietrich also contacted Geo Energy, Burns Drilling and Wilson Outdoor Services and discussed possible causes of road slip. Core samples will have to be taken at each site to determine cause and then solution to repair both road slips correctly. This issue is tabled until more information can be gathered concerning cause and possible repairs.

Dietrich stated the new mowing tractor is at Walsh Equipment but is not ready to be delivered as it came in with the wrong sized tires. Once tires have been received by Walsh, they will be installed and the tractor and mower delivered to the township.

Smith will contact Mike Verner to find out when the web site will be completed.

Discussion ensued over the dilapidated Hathaway house and barn. Secretary Lesnock spoke with Solicitor Hook and he suggested that photos of the dilapidated property be taken prior to the leaves on the trees. Zoning Officer Sanders will take photos. Solicitor Hook wants to review whatever is prepared to be sent to the Hathaway’s. Specifics need to be cited that relate to Dangerous Building Ordinance.

A connect to existing Septic System was signed by Doug Smith regarding the Jeremiah Frye property.

Motion by Dietrich, second by Smith to review and pay bills. Motion by Smith, second by Dietrich to adjourn. Meeting adjourned at 9:02 P.M.
