Supervisor Meeting Minutes – April 16, 2019

The Morris Township Board of Supervisors met at the township meeting room for their regular scheduled meeting.  Present were Supervisors David Dietrich, Doug Smith, Zoning Officer Bob Sanders, Planning Commission member Randy Hamilton and CNX Representative Adam White. 

Vice Chairman Smith called the meeting to order at 7:30 P.M.  Minutes of the previous meeting were read.  Motion by Smith, second by Dietrich to approve the minutes as read.  It was noted that the previously scheduled meeting of Tuesday April 5, 2019 was canceled due to a lack of quorum as Dietrich was out of town and Smith was ill. 

In old business, regarding the storage building, the concrete in the larger part of the structure was poorly finished as the subcontractor used a bull float only.  The red color of the gutters and downspouts clash with the different red color of the roof and trim.  There are issues with some of the seams of the material covering the interior of the metal.  Engineer Jamie Harshman will provide a punch list of items the contractor must address before the township issues the final payment. 

Regarding the employee handbook, Smith said he hadn’t reviewed the final copy of the employee handbook as he has not gone through his mail.  Secretary Lesnock stated that she had mailed it to him a couple weeks prior.  No action was taken on this issue.

Matt Petrovich told Lesnock that Consol would drop off their 1/3 share of the Dry Run Road slip repair soon. 

Chuck Conaway was hired by Morris Township as a seasonal employee and will be mowing the sides of the roads for $15.00 per hour. 

Alexis Ondash of Range Resources dropped off a reimbursement to Morris Township in the amount of $92,514.80 for the previous Pie Ridge Road repair of damage done by Range Resources trucking contractors and sub-contractors in 2014.  At the time, Range would only cover half of the cost of the repairs which left Morris Township paying the other half. Range has now covered the entire cost of the Pie Ridge Road repair project.

In new business, Washington County will be hosting a used tire drop off site at the Washington County fairgrounds in the future.  There will be a minimal fee involved.

A resolution to apply for a grant for a double vault waterless restrooms facility was planned to take place during the Tuesday April 5th supervisors meeting so that the grant application could be submitted by April 10.  However, since the Tuesday April 5th supervisors meeting was canceled due to lack of quorum, a retroactive resolution dated the last public Supervisors meeting of March 19, 2019 will need to be made at this evenings meeting.  Motion by Smith, second by Dietrich to retroactively approve the resolution to apply for a DCNR Grant for the purposed of obtaining funding towards the purchase and installation of a CXT Double Vault Rocky Mountain waterless restroom facility at the Morris Twp Park. 

Dietrich stated the Consol will be paving part of Archer Road next week.  Dietrich is still waiting to hear back from Harshman Engineering about the road slips on Lemon Hill, Minton Run and Dry Run Road.

Motion by Dietrich, second by Smith to review and pay bills. Motion by Dietrich, second by Smith to adjourn. Meeting adjourned at 8:30 P.M.
